<p data-start="148" data-end="519">This year, Bolder Agency again had the honor of moderating and leading the Fourth Business Conference of the Spatial Planning Information System (ISPU) in Poreč, which was attended by over 600 participants. The conference presented key updates from the Spatial Planning Information System (ISPU), affordable housing, construction, spatial development, and planning.</p>
<p data-start="521" data-end="1222">Across all four professional conferences of the Spatial Planning Information System that Bolder has moderated and led, more than 2,000 participants have attended. Over 70 hours of professional program were delivered by more than 150 speakers from the public and private sectors as well as academia. In addition, we organized two award ceremonies honoring a total of 15 individuals and organizations, six panel discussions, nine workshops, and 115 presentations. We extend our thanks to Briefing Communications Agency and the Ministry of Spatial Planning, Construction, and State Assets for their trust and the opportunity to participate in presenting this significant digital transformation project.</p>
<p data-start="1224" data-end="1822">The importance of the Spatial Planning Information System is reflected in the numbers: more than 50,000 users access it daily, while the ISPU Geoportal, the hub for all e-services, records over 110 million views per month. The goal of ISPU is to reduce administrative burdens on citizens and achieve greater efficiency and cost-effectiveness in public administration. The digitalization project of the spatial planning, construction, and state assets system is financed by the European Union through the National Recovery and Resilience Plan 2021–2026, with an investment valued at €23.9 million.</p>

										<content:encoded><![CDATA[<p>To mark the 150<sup>th</sup> anniversary of the international Metre Convention, the Croatian Metrology Society and the Nikola Tesla Technical Museum opened the exhibition <em>“How long is a metre?”</em> at the Technical Museum. Bolder was engaged to provide PR support, including event announcements, media outreach, on-site assistance to journalists, and moderating the exhibition’s opening.</p>
<p>The exhibition presents, in a popular-science format, the development and role of measurement from the earliest historical units to modern laboratories and highlights its importance for science, healthcare, industry, and everyday life. Since the exhibition showcases different aspects of metrology, visitors can learn how measurements contribute to food safety, air traffic safety, forensics, and cultural heritage, as well as how they support monitoring climate change.</p>
<p>As noted by Siniša Prugovečki, President of the Croatian Metrology Society, metrology belongs to everyone because it permeates all spheres of our daily lives &#8211; from furnishing a kitchen, visiting the doctor, sports competitions and weighing goods in a store.</p>
<p>Anyone looking to have fun and enjoy a range of interactive features and engaging educational elements for all ages can visit the exhibition until 30 March 2026. Opening hours are Tuesday to Friday from 9 a.m. to 5 p.m., and Saturdays and Sundays from 9 a.m. to 1 p.m. The exhibition is closed on Mondays and on public holidays.</p>

										<content:encoded><![CDATA[<p>On 21 November, Šibenik hosted the conference <em>“Fiscalization 2.0 – New Rules: The Last Chance to Prepare”</em>, organized by Motus Media ahead of the new Fiscalization Act, which comes into force on 1 January 2026. Bolder had the honor of moderating a panel discussion titled <em>“Practical Guidelines and Answers to Key Questions Before January 2026.”</em></p>
<p>The panel was attended by: Ivana Živković Abraham (CFO Management), Verica Jurković (Datalab HR), Martina Saratlija (Zoom Point), Višeslav Majić (Hrvatska pošta), and Danijela Dellavia (HGK). The panelists provided concrete interpretations, practical examples, and tools for successful adaptation to the new rules for entrepreneurs, accountants, financial and IT professionals.</p>
<p>As of 1 January 2026, all VAT taxpayers will be required to issue e-invoices, and a new requirement is that each invoice item must be linked to a classification code from the KPD—an obligation that will affect all e-invoice issuers. Flat-rate craftsmen will not yet be required to issue e-invoices from 1 January 2026, but they will need to choose an information intermediary in order to receive e-invoices.</p>
<p>The Šibenik conference confirmed that preparations for Fiscalization 2.0 require swift organization, clear processes, and reliable technical partners, and experts emphasized that those who start on time will adapt successfully.</p>

<p>Bolder Agency, for the third consecutive year, had the opportunity to moderate the entire program of the Third Expert ISPU Conference (ISPU &#8211; Informacijski sustav prostornog uređenja) — the central annual gathering of experts in spatial planning, construction, architecture, and public administration, dedicated to the digital transformation of the spatial planning system. The three-day conference took place in Cavtat, aiming to present the latest developments in permit issuance, spatial plan preparation, real estate management, building energy certification, and management of public authority regime systems.</p>
<p>The conference was opened by the host, Branko Bačić, the Deputy Prime Minister and Minister of Spatial Planning, Construction, and State Property of Croatia. He stated that the ISPU system enables more efficient and transparent space management, while digital solutions developed by the ministry facilitate faster and easier communication between citizens, investors, and public administration. The conference highlighted Croatia’s leadership in digitalization of spatial planning among European countries, with 808 spatial plans currently being digitized, ensuring equal treatment of land across the entire country, which was not the case before. During the ceremonial part of the program, annual awards were presented to the top users of the ISPU system, recognizing exceptional results in system use, accuracy, and efficiency. &#8220;We look forward to the next conference in 2026!&#8221;</p>

<p>Agencija Bolder pružila je podršku u odnosima s javnošću Udruzi gradova koja je organizirala drugo izdanje Urbanog foruma pod nazivom „Perspektive održivih gradova“. Događanje je okupilo stotinjak sudionika, predstavnika Europske komisije, jedinica lokalne i područne samouprave, razvojnih agencija i ministarstava. Cilj je bio identificirati  rješenja, dobre prakse i modele financiranja za sve gradove koji žele održivo planirati, uvažavajući pritom ekološku i socijalnu dimenziju lokalnog razvoja. Urbani razvoj je izuzetno važan, jer su gradovi gospodarski motori Europske unije koji generiraju 85 posto BDP-a i 75 posto zapošljavanja.</p>
<p>Na događanju su predstavljeni prvi rezultati Urbanog razvojnog fonda u sklopu kojeg je do sada odobreno 24,4 milijuna eura. Financirano je ukupno šest projekata: izgradnja sportskog centra, izgradnja poslovne zgrade, Centra integracija, obnova odmarališta te rekonstrukcija doma kulture i interpretacijskog centra.</p>
<p>Tijekom foruma predstavljene su i smjernice za novu EU agendu za gradove i urbanu dimenziju financijskog razdoblja 2028.–2034., s naglaskom na europske prioritete održivog urbanog razvoja. Zaključeno je kako je urbani razvoj puno više od prostornog planiranja te je glavno pitanje na koji će način gradovi već danas odgovoriti na sve moguće klimatske, digitalne, društvene, gospodarske i sigurnosne izazove.</p>

<p>Bolder Agency provided public relations support to the Association of Cities, which organized the second edition of the Urban Forum titled &#8220;Perspectives of Sustainable Cities.&#8221; The event gathered about one hundred participants, including representatives of the European Commission, local and regional self-government units, development agencies, and ministries. The goal was to identify solutions, best practices, and financing models for all cities aiming to plan sustainably, considering the ecological and social dimensions of local development. Urban development is extremely important because cities are the economic engines of the European Union, generating 85 percent GDP and 75 percent of employment.</p>
<p>The event presented the initial results of the Urban Development Fund, which has so far approved 24,4 million euros. A total of six projects were financed: construction of a sports center, construction of an office building, an Integration Center, renovation of a resort, and reconstruction of a cultural center and interpretation center.</p>
<p>During the forum, guidelines for the new EU agenda for cities and the urban dimension of the 2028–2034 financial period were also presented, with an emphasis on European priorities for sustainable urban development. It was concluded that urban development is much more than spatial planning, and the main question is how cities will respond today to all possible climate, digital, social, economic, and security challenges.</p>

<p>This year again, Bolder Agency joined the efforts to raise awareness about aphasia, a complex language disorder mostly caused by stroke. We promoted the activities of the SUVAG Polyclinic Zagreb and the Faculty of Education and Rehabilitation Sciences, who organized Open Days for people with aphasia throughout June.</p>
<p>Each year in Croatia, approximately 12,000 to 13,000 people suffer a stroke, and around 80,000 live with its consequences. At least one-third of them experience speech and language difficulties typical of aphasia and require speech-language therapy.</p>
<p>Aphasia manifests as difficulties in speaking, understanding, reading, writing, and calculating. Symptoms depend on the severity of the stroke and which parts of the brain responsible for language abilities are affected. Besides stroke, aphasia can also result from brain tumors, head trauma, infections, and dementia.</p>
<p>Unfortunately, many individuals do not begin therapy on time due to a lack of information and limited availability of speech-language pathologists for adults. However, the situation is improving thanks to a new network of public health services that includes speech therapy services in primary healthcare centers.</p>
<p>Aphasia has a significant impact on daily life, leading to isolation, stigmatization, and the inability to return to work. Therefore, understanding, support, and adapted communication are key to improving quality of life and supporting the successful recovery of people with aphasia.</p>

<p>Bolder Agency supported the promotion and visibility of the celebration of World Metrology Day and the 150th anniversary of the signing of the Meter Convention as part of the &#8220;Metrology Days 2025&#8221; conference.</p>
<p>The Convention, signed on May 20, 1875, laid the foundation for a unified global system of measurement units, significantly facilitating scientific and technical collaboration, as well as trade between nations and states.</p>
<p>Metrology plays a crucial role in everyday life, although it often goes unnoticed. Accurate and reliable measurements allow for the definition of quality and safety standards, stimulate innovation, drive technological progress, and contribute to science and education. Reliable measurements also support better resource management, increased energy efficiency, and environmental protection—key goals of sustainable development. Furthermore, standardized measurements enable fair trade and global economic cooperation, creating the conditions for more stable economic growth.</p>
<p>Today, metrology faces new challenges and opportunities, with digitalization, artificial intelligence, and cybersecurity emerging as key areas that will shape the future of measurement.</p>
<p>World Metrology Day holds the designation of UNESCO international day, underscoring the value of metrology as a foundation for peace and cooperation among nations, science, the economy, and sustainable development.</p>

										<content:encoded><![CDATA[<p>It was a pleasure to participate in the closing ceremony of the first Swiss-Croatian Cooperation Programme, marking the successful conclusion of 11 impactful projects through which significant progress in improving local infrastructure and supporting economic development, especially in the region of Gorski Kotar has been achieved. From enhancing water supply systems to strengthening social and environmental cohesion, the Swiss-Croatian cooperation program in the first Swiss contribution fulfilled both goals: reducing economic and social inequalities within the European Union and strengthening bilateral cooperation with the Swiss Confederation.</p>
<p>During the closing event, representatives of the Swiss Confederation, Ministry of Regional Development and EU Funds, Ministry of Environmental Protection and Green Transition, Croatian Waters and local self-government gathered at Delnice City Hall for a press conference and later visited various sites of the upgraded wastewater management systems in Delnice, Fužine, and Brod Moravice, projects co-financed with First Swiss-Croatian cooperation program funds.</p>
<p>The event was attended by all key partners of the project, Urs Hammer, Ambassador of the Swiss Confederation to the Republic of Croatia, Kristina Bilić, State Secretary in the Ministry of Regional Development and European Union Funds, Zoran Đuroković, General Director of Croatian Waters, Katarina Mihelčić, the mayor of Delnice, David Bregovac the mayor of Fužine, and Mario Šutej, the mayor of Brod Moravice. Agency Bolder had the honor of moderating the event and coordinating the media representatives.</p>

										<content:encoded><![CDATA[<p>The third of the four phases of the implementation of the ITS project &#8211; &#8216;Introduction of intelligent transport systems in the functional area of ​​the city of Split&#8217; &#8211; will soon end. By the end of 2025, Split will receive one of the most modern intelligent transport systems in Europe, which will reduce traffic congestion and increase safety and flow &#8211; where the priority will be the passage of city transport vehicles and emergency services. It will be fully integrated into the city&#8217;s urban mobility project, which includes, for example, increasing the quality of public city transport, improving the public bicycle system, solving parking problems by building many garages, and expanding pedestrian zones. This was emphasized at the press conference, in the organization of which Bolder also took part. Our goal was the introductory speech by the mayor of Split city and representatives of Contractors &#8211; KING ICT d.o.o. and Ericsson Nikola Tesla d.d. keep it as short as possible to leave the journalists enough time for questions and clarifications.</p>
<p>That&#8217;s how they learned that the traffic lights will adapt to the expected traffic, so the configuration, for example, will be different at night compared to the afternoon hours, and in the future traffic will automatically adapt to crowds and other traffic parameters. The project is worth almost 12 million euros and was co-financed by the EU Cohesion Fund.</p>
